Culture: Phone number cushions

You'll see this in Korea, where embroided cushions are placed on the dashboard, with (I kid you not) the car owner's phone number!

"Oh~ In case your car is blocking someone else's car, and they can contact you!" was the response I get when I ask about it......

Well, don't double park then!

Point to ponder: What if you drove, and were a pretty secretary working on our jobsite, and I decided to give you a call??!!

Ehem......

Does this mean that Koreans are very trusting by nature? So trusting that the owner of the car believe that strangers would use the phone numbers ONLY in times when the car has to be moved?
